Steven Klos of Agnitio Advisors has been appointed as Convener of the ISO/IEC 19770-2 'Other Working Group' that is tasked with completing the draft of ISO/IEC 19770-2 Software Tag for submission to WG21. WG21 Statement On The Way Forward For The Proposed ISO/IEC 19770-2 SAM Tag

Background:

ISO/IEC JTC1 SC7 WG21 ('WG21') is the working group established within the international standards world to address standards for Software Asset Management.  It has already been responsible for the issuance of ISO/IEC 19770-1 Software Asset Management Processes on 9 May 2006.

The next proposed standard under development is ISO/IEC 19770-2 Software Tag. This has already had significant input from software manufacturers, SAM tool vendors, SAM practitioners and SAM user organizations  As the standard moves towards a final draft, it is essential that industry participation in the development of the standard remains a key focus for WG21.  As a result, WG21 has decided to create an "other working group" (OWG) open to individuals and organizations previously working on the standard as well as being open to any new individuals and organizations, who wish to participate under the terms of this ISO/IEC body.

The approach adopted means that drafts will be able to be freely distributed by anyone, and anybody worldwide will be able to comment on the draft.  All comments received will be managed through a formal disposition process. 

All work done on the draft standard will be done within the formal ISO/IEC organization, and under ISO/IEC rules and procedures.  All participants in the continued development of the standard will be required to formally acknowledge that the full ownership including copyright of any work product generated is exclusively held by ISO/IEC.

WG21 thanks ECPweb for its role, together with the individuals and companies who worked as part of the project team established by ECPweb, for performing the project definition and initial draft development phases of the proposed ISO/IEC 19770-2 Software Tag standard.  WG21 has accepted the initial working draft of the standard and will continue with development of the standard through the OWG within the ISO/IEC organization, and under ISO/IEC rules and procedures.

The Way Forward:

The participants in the 19770-2 OWG shall be the following:

• All members of WG21
  
  
• Any other individuals considered to have relevant expertise by the 19770-2 OWG Convener. To the extent that these individuals are appointed by national delegations or by liaison organizations (A or C), they shall be considered full members. Others shall be considered observers. However, all individuals whether members or observers may participate fully in the activities of the OWG. National delegations shall be informed of the names and affiliations of individuals from their respective countries who are participating as observers. Individuals participating as observers shall be encouraged to find ways of becoming formal members of WG21 in the longer term, but this shall in no way be a pre-requisite for participating in the work of the 19770-2 OWG.
  
  
• Full OWG membership: The Convener of the 19770-2 OWG shall agree on the final composition of the OWG with the Convener of WG21.

The project timetable shall be as follows. Note that timing is tight, and may need to be revised in consultation with WG21 if circumstances dictate.

• 04 December 2007: WG21 and OWG availability of current draft. The existing draft of the standard was published on the ISO/IEC JTC1 SC7 web site. (See http://www.jtc1-sc7.org/, Documents, N3866)
  
  
• 25 January 2008: Draft completed. A completed draft of the proposed standard to the best of the OWG's ability shall be made widely and freely available for public review by 25 January 2008. This draft, along with a commenting template using the ISO/IEC JTC1 SC7 approach will be made available for public review for a period of 1.5 months until 14 March 2008. The draft standard and commenting template will be packaged together and may be freely published on a variety of web sites as well as distributed through other electronic and physical means.
  
  
• 14 March 2008: Revision process. The OWG shall make revisions to the public draft based on comments received, and shall furthermore document its disposition for each comment using the standard approach of ISO/IEC JTC1 SC7 for draft standards review. There is no requirement to accept a recommended change, but a disposition is required for each comment, including an explanation of why a comment is not accepted, if that is the case. In the event that too many comments are received for them all to be processed given available resources, then all comments shall nonetheless be consolidated for delivery to WG21 with any disposition explanations that have been made.
  
  
• 11 April 2008: Public availability of revised draft. The revised draft shall be published for public information purposes by 11 April 2008, with permission for unlimited distribution for review purposes but not for commercial use or commercial reproduction, except as organizations may choose to implement them as a pending standard. The review comments received, and their dispositions, shall not be published but shall remain confidential within the OWG and within ISO/IEC processes.
  
  
• 15 May 2008: Latest date for transmission of revised draft to WG21. The revised draft, and all comments received and their dispositions shall be transmitted to WG21 by 15 May 2008. Summary analysis of all comments received will also be provided (e.g. industry role of commentators, number of official software manufacturer or tool maker responses received, number and nature of comments).
  
  
• 19 May 2008: Formal adoption of revised draft by WG21. WG21 shall consider the proposed draft, together with comments received, in its session to be held 18-23 May 2008 in Berlin, Germany. It is the intention of WG21 to have the proposed draft issued then as the Final Committee Draft (FCD) of ISO/IEC 19770-2. Subject to normal ISO/IEC rules and regulations, it is intended that this would become a Final Draft International Standard (FDIS) in October 2008, and a formally issued International Standard by May 2009.
